Egypt’s Education Ministry Partners with UNICEF to Enhance Vocational Skills

Mohamed Abdel Latif, Egypt’s Minister of Education and Technical Education, and Natalia Rossi, representative of UNICEF Egypt, have signed a landmark agreement aimed at transforming the technical education system in the country. This initiative marks a historic first for UNICEF in Egypt and seeks to enhance the quality of vocational training while preparing future generations for labor market demands.
The signing took place during the closing session of the Mediterranean Technical and Vocational Education Forum, attended by Dr. Giuseppe Valditara, Italy’s Minister of Education and Merit, along with other education ministers and delegates from participating countries.
This collaboration aligns with the Ministry’s transformative reform agenda to develop the technical education system, in accordance with Egypt’s Vision 2030 and national priorities for human capital development. It also supports the UN framework for sustainable development cooperation for 2023–2027 and UNICEF’s country program for the same period.
Both parties reaffirmed their commitment to building a more inclusive and high-quality vocational education and training system that meets future requirements. This initiative aims to enhance Egyptian youth’s readiness to engage actively in sustainable economic and social development pathways.
UNICEF Egypt has pledged continued support for the Ministry’s efforts to improve vocational education quality, competitiveness, and alignment with international standards as part of its comprehensive reform plan.
The partnership will work towards developing a comprehensive national model that integrates basic learning enhancement with life skills, future skills, digital competencies, teacher capacity development, and expanding access to international certifications. This aims to ensure graduates possess the necessary skills and knowledge for today’s economy.
Key objectives include supporting 100 vocational schools to improve educational quality and prepare them for internationally recognized standards through the launch of an international dual accreditation model. This effort will enhance the value and competitiveness of Egyptian vocational qualifications.
The collaboration also aims to benefit 100,000 students by developing their abilities in basic learning, life skills, future skills, digital competencies, and employability skills to facilitate their successful transition into the labor market while promoting lifelong learning.
Additionally, professional development programs targeting 2,000 teachers, school administrators, and educational staff will be implemented to enhance teaching quality and school leadership while strengthening institutional capacities within vocational education institutions.
The partnership emphasizes advancing technical education through expanded digital transformation efforts, evidence-based policy reforms, improved monitoring mechanisms, and sustainable expansion of high-quality vocational education aligned with best international practices.
This unprecedented collaboration sets a new course for UNICEF’s partnerships in Egypt regarding technical education and vocational training.
Specific targeted outcomes, implementation frameworks, roles and responsibilities, funding mechanisms, monitoring, and evaluation processes will be detailed within the joint action plan between the Ministry of Education and Technical Education and UNICEF. This plan will be approved and monitored by technical representatives from both sides.
The Ministry of Education and Technical Education alongside UNICEF confirmed that this joint commitment reflects their resolve to support a new generation of Egyptian youth equipped with technical skills and professional competencies necessary for contributing effectively toward achieving sustainable development goals. This initiative aims to enhance Egypt’s economic competitiveness while driving social progress.
