Comprehensive Health Insurance Revenue Reaches EGP 281.3 Billion by April 2026

The General Authority for Comprehensive Health Insurance has reported strong financial and operational performance indicators, reflecting the success of the comprehensive health insurance system in achieving financial sustainability while expanding healthcare services for citizens. This progress aligns with the directives of political leadership to establish a comprehensive and sustainable healthcare system that guarantees health coverage for all Egyptians.

According to a report from the authority, as of April 30, 2026, the total number of beneficiaries from the comprehensive health insurance system reached approximately 5.4 million across six governorates where the system is implemented. The average registration rate within the system stands at 83.6% of the targeted population, with this percentage continuing to rise over time. Additionally, around 16% of registered individuals are classified as unable to pay, underscoring the social and solidarity role of the system in providing health protection for those in greatest need.

Financially, total revenues reached EGP 281.3 billion by April 30, 2026, marking a growth rate of 49%. The accumulated surplus reached EGP 220.3 billion, reflecting a growth of 43%. Furthermore, investments and cash reserves amounted to EGP 189.1 billion, demonstrating a growth rate of 46%. These figures highlight the authority’s financial management efficiency and its ability to enhance its resources while maintaining sustainable financing necessary for providing health services to beneficiaries.

The report indicates that actual performance has exceeded targets outlined in actuarial studies and approved budgets, confirming the sound financial foundations on which the system is built and its capacity to meet current and future obligations.

Regarding contracts with healthcare providers, private sector providers constitute 35% of all contracted service providers, alongside another 16% from other entities. The total number of contracted service providers reached 582 by April 2026, enhancing service diversity and expanding healthcare options for beneficiaries.

The percentage of claims settled for service providers not affiliated with the Healthcare Authority was reported at 21% of total claims settled during the first half of fiscal year 2025/2026. This reflects an increasing role for both private and non-profit sectors as key partners in delivering health services under the comprehensive health insurance system.

The authority noted that during the first half of fiscal year 2025/2026, total revenue coverage for claims across governorates averaged at 72.5%, surpassing actuarial study expectations which estimated this figure at only 66.6%. This indicates both the attractiveness of the system and citizens’ willingness to pay contributions to enjoy its benefits while also demonstrating effective financial resource management that balances revenues with funding commitments.

Additionally, results from recent audits by the Central Auditing Organization regarding contributions and subscriptions collection indicate that the authority’s efficiency in collecting resources from these areas since the implementation of the system has exceeded 85%, showcasing effective collection mechanisms and financial governance practices within the authority.

The General Authority for Comprehensive Health Insurance emphasized that these positive indicators reflect Egypt’s success in building a sustainable financing model for comprehensive health coverage. This ensures continued provision of high-quality healthcare services to citizens while bolstering the system’s capacity for gradual expansion according to planned timelines for implementing comprehensive health insurance across various governorates in Egypt.
