Comprehensive Health Insurance Authority Highlights Minya’s Strategic Role in Phase Two

A delegation from the General Authority for Comprehensive Health Insurance, led by Executive Director Hossam Sadiq, conducted a field visit to Minya Governorate. The team included Dr. Heba Atef, Head of the Central Administration for Health Service Providers, and Dr. Ahmed Barakat, Head of the Central Administration for Beneficiary Affairs. The purpose of the visit was to assess performance metrics and review the readiness of the system as preparations begin for registering beneficiaries in the upcoming phase.

This visit is part of extensive preparations for implementing the comprehensive health insurance system in Minya, which is the first and largest governorate in Phase Two based on population size. This marks a pivotal step in gradually expanding the health insurance system and achieving universal health coverage for all citizens.

The delegation toured specialized hospitals, including Dair Mawas Hospital and Malawy Hospital, as well as a primary healthcare center in Atleydem. They monitored the mechanisms for registering citizens who will benefit from the system once official procedures commence, along with plans for community awareness and engagement. The team also assessed the readiness of work teams to interact with citizens during various phases of implementation.

Additionally, they visited the University Hospitals at Minya University, where they met with Dr. Mohamed Tarek, Deputy Executive Director of Minya University Hospitals. They discussed ways to collaborate and coordinate efforts regarding system implementation. The meeting highlighted the university hospitals’ progress in meeting accreditation and quality requirements, including having four educational hospitals accredited while working towards accrediting two more and completing procedures for one primary care unit through the General Authority for Health Accreditation and Control.

The visit also included a stop at the Health Insurance Hospital in Minya and its local branch, where the delegation reviewed operational and administrative readiness as well as coordination mechanisms among various stakeholders to ensure integrated healthcare services are delivered to citizens according to high standards of quality and efficiency.

Hossam Sadiq stated that Minya represents a strategic launch point for Phase Two of the comprehensive health insurance system due to its significant population density and vital role in the gradual expansion plan.

He added that ongoing preparations aim to assess operational efficiency and test various components’ readiness within the system, ensuring that registration procedures can begin once all elements are fully prepared. The authority is continuously monitoring performance indicators to guarantee an exceptional healthcare experience for citizens from day one of implementation.

Sadiq emphasized that Phase Two represents a strategic step towards building a comprehensive healthcare system based on quality and sustainability while enhancing Egypt’s ability to provide fair and universal health services according to modern global standards.

Dr. Ahmed Barakat reiterated that the authority is deeply committed to facilitating citizen registration processes as soon as official enrollment begins. He noted that current efforts are intensifying community outreach initiatives to inform citizens about the benefits of the system and how they can access its services.

He explained that the success of this initiative is directly linked to citizens’ awareness of their health rights and how to obtain services. The authority aims to provide an easy and accessible experience through streamlined registration processes and enhanced communication channels within Minya.

The General Authority for Comprehensive Health Insurance plays a crucial role in managing, financing, and purchasing health services for beneficiaries, ensuring resource efficiency, sustainable funding, and improved service quality while adhering to governance principles by separating funding entities from service provision and oversight.

The execution of Phase Two exemplifies Egypt’s strong political will and ongoing commitment to advancing its healthcare sector by building a modern sustainable healthcare system based on equitable service distribution, operational efficiency, and quality care. This strengthens Egypt’s position as a leading regional and international model in providing healthcare services while achieving universal health coverage.
