Local Development Ministry Conducts 48 Inspection Campaigns Across 11 Governorates in May 2026
Dr. Manal Awad, Minister of Local Development and Environment, received a report detailing the key efforts and activities of the Performance Evaluation, Monitoring, and Inspection Sector within the ministry for May 2026. This initiative aligns with the directives of political leadership to enhance the quality of services provided to citizens and promote discipline and governance within local administrative units.
The report, submitted by Engineer Haitham El-Dessouki, Head of the Performance Evaluation, Monitoring, and Inspection Sector, highlighted that the sector executed a total of 48 diverse inspection campaigns during the past month. These included both planned and surprise inspections as well as investigations into citizen complaints across 11 governorates: Cairo, Giza, Gharbia, Kafr El-Sheikh, Suez, Dakahlia, Damietta, Fayoum, Sharqia, Beni Suef, and Minya. The aim was to monitor the performance of various local units and assess the services offered to citizens.
The sector’s campaigns involved reviewing and addressing 20 complaints from citizens regarding issues such as encroachments on state property and agricultural land, building permits, public nuisances, utilities, as well as financial and administrative violations. Necessary actions were taken to resolve these complaints and alleviate obstacles faced by citizens.
The report also noted that four cases were referred to the relevant legal authorities for necessary legal action. Additionally, sector officials participated in several hearings and investigations related to reports submitted to these legal bodies.
Dr. Manal Awad emphasized that the ministry will continue its field monitoring and inspection efforts across all governorates to identify any challenges affecting local work and address them promptly. This approach aims to improve the quality of services provided to citizens and enhance institutional performance in local units.
Furthermore, she pointed out that the Performance Evaluation Sector plays a crucial role in monitoring the implementation of investment plan projects, managing building permit systems and reconciliation on construction violations, addressing encroachments on state property and agricultural land, overseeing cleanliness initiatives and mechanical campaigns, technology centers operations, public shop systems, as well as handling citizen complaints along with priority files.
Dr. Awad reiterated that the ministry will not tolerate any shortcomings in executing demolition orders against construction violations or illegal spatial changes. She stressed the need for decisive action against any violations at their inception while taking necessary legal measures to uphold state authority and rule of law.
She also directed heads of centers, cities, and neighborhoods to maintain continuous field presence and conduct regular inspections to identify any violations while ensuring immediate action on illegal changes. This is aimed at preserving agricultural land areas and state rights.
