Egypt Launches Initiative for Red Sea Coral Reef Fund
Dr. Manal Awad, Egypt’s Minister of Local Development and Environment, officially launched the Red Sea Initiative during the celebration of World Environment Day 2026. The event was attended by Dr. Walid Abdel Azim Al-Barqi, Governor of the Red Sea, Chitose Noguchi, UNDP Resident Representative in Egypt, Yumna Al-Bahar, Deputy Minister of Tourism and Antiquities, and several other officials from various ministries and development partners.
Dr. Awad emphasized that the Egyptian Red Sea Initiative is a homegrown effort aligned with national priorities in biodiversity conservation, local development, climate change adaptation, sustainable tourism, and green investment. She described it as a national commitment led by Egypt to protect the Red Sea, one of its most valuable natural treasures.


She noted that the initiative exemplifies effective partnerships with development partners to translate national visions into practical steps on the ground through collaboration with the UNDP in Egypt and support from the Global Coral Reef Fund.
Dr. Awad highlighted that national leadership remains at the heart of this initiative through continuous coordination and shared responsibility among stakeholders. Local communities are also active partners in efforts for conservation and sustainable tourism.
The Red Sea is both an ecological and economic cornerstone, with its coral reefs representing a unique biological wealth essential for tourism, job creation, coastal livelihoods, and private sector activities. Protecting these reefs means safeguarding local communities and enhancing their resilience.
This initiative reflects the connection between conservation efforts and development as two sides of the same coin. It engages provinces, local administrations, reserve teams, civil society, private sector entities, and local communities as partners in turning national priorities into tangible realities.
Dr. Awad announced that Egypt is currently working on establishing the Egyptian Coral Reef Fund as a future mechanism to attract long-term investments in conservation efforts, sustainable tourism, and local projects. She stressed that sustainable financing is crucial for long-term protection.
While appreciating partnerships that provide expertise and support, she reiterated that national leadership remains central to this initiative. Coordinated action and shared responsibility are key to achieving their goals.
In his speech, Dr. Walid Abdel Azim Al-Barqi highlighted the geopolitical and economic characteristics of the Red Sea Governorate as a fundamental pillar in international tourism. He underscored the strategic importance of the governorate as a global destination while emphasizing a balanced approach between economic expansion and environmental protection.
Dr. Al-Barqi asserted that launching this initiative represents an advanced step toward implementing sustainable blue economy tools and developing innovative financing mechanisms to ensure the sustainability of unique coral reef conservation along the governorate’s coasts. He noted that protecting natural resources is no longer just an environmental option but a vital necessity for enhancing local economic resilience.
Chitose Noguchi from UNDP emphasized in her address the importance of strengthening partnerships to protect one of Egypt’s most valuable natural resources while supporting sustainable development opportunities for local communities. She stated that “the Egyptian Red Sea Initiative represents a significant opportunity to combine coral reef conservation efforts with sustainable development.”.
In a recorded video message, Yabniks Batista from the Global Coral Reef Fund stressed the importance of innovative financing and partnerships in accelerating global coral reef conservation efforts while supporting countries in protecting their vital marine ecosystems. He remarked: “By combining policy reform with sustainable financing and reef-friendly investments, this initiative has the potential to protect some of the world’s most resilient coral reefs while supporting livelihoods.”.
During an opening workshop, Yumna Emad presented strategic objectives, implementation frameworks, quantitative targets, qualitative goals, and expected outcomes from the project.
The workshop provided an important platform for deep dialogue among national and international experts on opportunities and challenges related to coral reef conservation while enhancing ecosystem resilience against climate change pressures.
The discussions also addressed ways to mobilize sustainable financing and develop investment mechanisms that support long-term conservation efforts in the Red Sea region.
The opening workshop concluded by affirming that this initiative represents a starting point for a comprehensive collaborative process ensuring effective implementation aligned with Egypt’s national priorities regarding environmental protection and sustainable development.
The partnership among government institutions, local communities, financial institutions, development partners, and private sector entities aims to create real opportunities for benefiting from a more sustainable blue economy while contributing to preserving one of the world’s most magnificent marine ecosystems.
