Prime Minister Medbuli Prepares for Second Phase of ‘Haya Karima’ Initiative

Dr. Mostafa Madbouly, Egypt’s Prime Minister, has been overseeing preparations for the launch of the second phase of the presidential initiative “Haya Karima,” aimed at developing rural villages across Egypt. This was discussed in a meeting attended by Engineer Ahmed Abdel Azim, Director of “Dar Al-Handasah,” the project’s consultant, along with Engineers Ahmed Ramadan and Alaa El-Zanaty, both from Dar Al-Handasah.

The Prime Minister emphasized that this meeting aligns with directives from President Abdel Fattah El-Sisi regarding the importance of careful planning for the second phase of this initiative. The goal is to continue achieving its objectives as an unprecedented model for economic and urban development while accelerating work to complete remaining tasks from the first phase and overcoming various challenges to ensure project completion and timely delivery.

Dr. Madbouly noted that the accomplishments from the first phase serve as motivation to expand benefits to more villages throughout Egypt in subsequent stages, enhancing service quality in various sectors and advancing the country’s human development goals.

During the meeting, Engineer Ahmed Abdel Azim presented proposed mechanisms for implementing phases two and three of the “Haya Karima” initiative. These mechanisms aim to avoid challenges and ensure adherence to proposed timelines for project completion and operational readiness. Among the proposals were precise definitions of project scope, securing all lands required for the second phase before execution, increasing the use of locally produced materials, ensuring high-quality design and supervision consultants are involved, monitoring expenditure rates on execution, and applying a unified procurement system managed by a dedicated committee.

The project’s consultant explained that the second phase is set to cover 59 centers across 20 governorates in both Upper and Lower Egypt, encompassing 1,667 villages. The Ministry of Housing will oversee projects in approximately 827 villages, while the Armed Forces Engineering Authority will manage projects in 840 villages. This phase is expected to implement around 18,938 projects so far, with projections rising to 21,000 projects.

In closing remarks, Dr. Madbouly stressed the need for thorough preparation for subsequent phases of the “Haya Karima” initiative according to set timelines and targeted execution rates while addressing any challenges faced during the first phase. He also highlighted the importance of utilizing locally sourced components in project implementation due to Egypt’s strong industrial base capable of producing high-quality materials in sufficient quantities.
