Health Minister Oversees Citizen Registration for Comprehensive Health Insurance in Minya

Dr. minya-ready-for-transition-to-comprehensive-health-insurance-authority/">Khaled Abdel Ghaffar, Egypt’s Minister of Health and Population, observed the registration process for citizens into the Comprehensive Health Insurance System in Minya, which is the first governorate to implement phase two of the initiative.

This took place during his field visit to the governorate on Saturday, accompanied by Emad El-Kadwani, the Governor of Minya, to launch the pilot operation of the system and assess the readiness of health facilities. They were joined by several executive leaders from both the ministry and the governorate.

Dr. Hossam Abdel Ghaffar, spokesperson for the Ministry of Health and Population, reported that the minister reviewed citizen registration rates and instructed the establishment of a new registration point at Minya University. He also called for increasing registration points in densely populated areas to facilitate procedures for citizens.

Furthermore, he inspected modern diagnostic and imaging equipment set to be operational as part of the province’s preparations. He visited a training and simulation center where he received a presentation on the Family Health Model, which is essential for delivering comprehensive health insurance services.

The spokesperson emphasized Dr. Khaled Abdel Ghaffar’s assertion that the Family Health Model serves as a cornerstone of the system, providing around 80% of health services required by citizens through primary care units. He noted that Egypt has approximately 5,400 primary care units capable of offering integrated preventive and therapeutic services.

Abdel Ghaffar highlighted the importance of family medicine specialization as a fundamental pillar for the system’s success. He urged an expansion of training programs for medical personnel in this area and encouraged doctors to enroll in family medicine diploma courses. Additionally, he confirmed efforts to develop financial regulations to provide attractive incentives for those working within the system.

The minister also toured a simulation center designated for training medical staff on digital transformation applications, commending Dr. Magdy Bakr, advisor to the head of the General Authority for Healthcare, for his contributions in drafting comprehensive health insurance legislation and supporting system development.
