Dr. Mustafa El-Beblawy, the Governor of Qena, emphasized the urgent need to finalize the legalization files for state-owned lands in the governorate. He stated that there will be no leniency towards those who fail to engage with citizens and complete the necessary procedures for settling state dues. This initiative is a top priority in the executive agenda of the governorate, aligning with political directives to reclaim public rights and uphold state authority.

This announcement was made during a meeting attended by Major General Sami Allam, Secretary General of the governorate, Mina Rzeqi, Director of the Recovery Unit, as well as heads and deputies of local centers and villages, officials responsible for legalization, and several executive leaders.

The governor instructed that a number of engineers from the Recovery Unit be stationed in each center to assist those handling legalization files and expedite their completion within set deadlines. He underscored the importance of standardizing concepts and procedures among staff working on legalization within local units to ensure compliance with regulatory frameworks. Additionally, he called for a review of land pricing related to legalization to ensure accuracy as it is crucial for safeguarding state rights.

El-Beblawy reiterated the necessity for decisive action regarding these files, stating that there is no room for complacency or negligence. The governorate will not tolerate any official who causes delays in achieving targets or addressing illegal changes.

The Governor also highlighted the need to eradicate all encroachments on state-owned lands and agricultural properties at their roots, ensuring that removal activities are documented and a comprehensive inventory of cases is prepared. He stressed that city leaders are directly responsible for monitoring these files and any shortcomings will result in immediate accountability.

Furthermore, he directed legal officials to notify landowners with overdue payments about potential contract termination and recovery actions if they have delayed payments for more than two years. This measure aims to protect state rights and enforce legal provisions.
