The meeting took place in Cairo on June 21, 2026, at the invitation of Egypt. It provided a platform for in-depth discussions on regional and international developments and reaffirmed the importance of ongoing consultation and coordination among the four countries to support peace, security, stability, and prosperity in the Middle East and beyond.

Regarding recent regional developments, the ministers specifically welcomed the signing of the “Islamabad Memorandum” between the United States and Iran on June 18, 2026. They viewed this significant development as a constructive step towards de-escalation and resolution of a conflict that posed considerable risks to regional security and stability, as well as its implications for energy markets, international maritime navigation routes, global supply chains, and international trade.

The ministers commended the efforts made by regional and international parties that facilitated this agreement and emphasized the importance of faithfully implementing commitments made by all involved parties.

Furthermore, they praised Pakistan’s pivotal role in achieving this historic outcome and acknowledged Qatar’s support in successfully negotiating the memorandum. The ministers also reiterated their commitment to maintaining close coordination with Pakistan regarding this critical issue.

Building on this positive momentum, they stressed the need for swift progress towards concluding subsequent phases of negotiations aimed at reaching a lasting solution that is verifiable and acceptable to all parties concerning outstanding issues.

The ministers underscored that these efforts should take into account regional concerns, particularly regarding the security and stability of Gulf Arab states as well as those in Greater Arab Mashreq, contributing to enhanced collective security and long-term regional stability.

Reaffirming the centrality of the Palestinian cause in achieving peace and security in the Middle East, they emphasized that it remains at the heart of efforts to attain a fair, comprehensive, and lasting peace in the region. This cause is deemed essential for establishing a stable and secure regional order.

In this context, special attention was drawn to the humanitarian and political situation in Gaza Strip, West Bank, and East Jerusalem under occupation.
