Health Ministry Announces New Rules for Doctor Assignment Appeals for March 2026

The Ministry of Health and Population, through its Medical Professions Development Sector and the General Administration for Assignment Affairs, has announced new regulations for handling appeals submitted by physicians regarding the assignment movement for March 2026.
This initiative aims to ensure a balanced distribution of assigned physicians across various governorates while directing support to medical facilities and entities in most need of medical personnel.
The new rules will provide a range of benefits for doctors wishing to join the most needy facilities through the appeals process. This measure is intended to enhance the stability of health services and address the actual shortages in medical facilities, ensuring comprehensive healthcare for citizens.
The relevant entities include:.
- Health offices in Matrouh, Assiut, Qena, Beheira, and New Valley.
- Quarantine services and Qastal Land Port.
- The General Authority for Health Care in Aswan.
- Regional Blood Transfusion Centers in Luxor, Matrouh, Sohag, New Valley, and Qena.
Organizational benefits for doctors assigned to these entities within the March 2026 movement (December 2024 cohort) include:.
Doctors who are assigned and officially start working at one of the mentioned entities will be allowed to apply, in addition to residency movements according to conditions, for a special coordination in subsequent residency movements based on existing regulations and updates related to those movements.
Special preferences will be recorded in the following format: (specialty – hospital – entity – governorate).
General rules for special coordination include:.
- Selected preferences must not be among the current needs announced in the movement. They may apply for preferences listed in the main movement coordination.
- Registration is not permitted within special coordination for residency at the following entities: General Authority for Educational Hospitals, General Authority for Health Insurance, General Authority for Health Care, Therapeutic Institution.
- Registration is not allowed within special coordination for residencies in the following specialties: Dermatology, Ophthalmology, Obstetrics and Gynecology, Pediatrics, Neonatology.
- A maximum of two preferences is allowed within the same specialty at one entity and a maximum of three preferences at the governorate level.
- Priority will be given to special preferences; if these cannot be accommodated, distribution will proceed based on general preferences.
The General Administration for Assignment Affairs emphasizes that these regulations aim to achieve necessary flexibility in meeting actual needs of health entities while maintaining fairness and equal opportunities without violating established rules governing assignment movements and residencies.
