Prime Minister Emphasizes Unified Efforts to Direct Support to Eligible Citizens

Dr. Mostafa Madbouly, Egypt’s Prime Minister, convened a meeting on Sunday to review the status of the unified government services card system.
The meeting was attended by Dr. Khaled Abdel Ghaffar, Minister of Health and Population; Dr. Sherif Farouk, Minister of Supply and Internal Trade; Eng. Raafat Hindi, Minister of Communications and Information Technology; Major General Amr Aaid, Assistant Minister of Health for Information Systems and Digital Transformation; Eng. Mahmoud Badawy, Assistant Minister of Communications for Digital Transformation; Dr. Mohamed Adel Sheta, Assistant Minister of Supply for Digital Services; along with several officials from relevant ministries.
At the beginning of the meeting, the Prime Minister emphasized that the government is working to unify and integrate state efforts in directing support to eligible citizens. He noted that efforts are underway to inventory and digitize all subsidized services provided by the state. The unified card system aims to allow citizens to access various government services, including health insurance, food supplies, social pensions under the Takaful and Karama program, and subsidized fertilizers.
Eng. Raafat Hindi presented an overview outlining the objectives of implementing the unified card system. These include providing a range of services to citizens as part of digital transformation efforts and building a digital economy while enhancing flexibility in both cash and in-kind support systems. The initiative also aims to govern citizens’ access to government services and ensure that support reaches those who need it most. Additionally, it seeks to promote financial inclusion by linking the card to accounts at Egypt Post, which will expedite the rollout of social protection programs for eligible beneficiaries.
Eng. Mahmoud Badawy elaborated on the phases for issuing the card, starting with gathering beneficiary data followed by app development, card provision, payment activation, account creation in coordination with Egypt Post, and ultimately delivering cards to eligible citizens. He highlighted that phase one has been implemented in Port Said Governorate, with phase two planned for Ismailia and Luxor Governorates before expanding to other regions across Egypt. Positive results have already been achieved in Port Said through collaboration with the Ministry of Supply and Internal Trade.
Badawy also mentioned that a data update form has been launched via the Digital Egypt portal along with a mobile application officially introduced in September 2025. Additional services include issuing replacement cards for lost ones, stopping and restarting cards, and changing mobile numbers for beneficiaries. In Port Said alone, 41,500 families are currently benefiting from this initiative.
Dr. Sherif Farouk reiterated the significance of this step in providing a “bundle of services” for eligible citizens through one card while allowing for future additions of state-provided services. He noted that this card can also be used like any bank card for payments and emphasized its critical role in both cash and in-kind support systems.
The Ministry is committed to prioritizing the unified government services card project due to its transformative potential in enhancing support systems and ensuring that aid reaches those entitled to it. Continuous monitoring of implementation phases will occur in full coordination with relevant authorities as part of state directives aimed at expanding digital transformation initiatives and improving service quality for citizens.
Dr. Khaled Abdel Ghaffar added several observations regarding this system that would help achieve state objectives while emphasizing its importance in tracking citizen service delivery effectively.
In conclusion, the Prime Minister directed further studies on implementing this system for all eligible beneficiaries based on observations made during the meeting before generalizing the model applied in Port Said and exploring opportunities to expand services offered through this initiative.
