Sisi Emphasizes Egypt’s Commitment to International Law and Nile Cooperation

President Abdel Fattah El-Sisi welcomed Félix Tshisekedi, President of the Democratic Republic of the Congo, today in Cairo.

According to Ambassador Mohamed Shenawy, the official spokesperson for the Presidency, the reception included a guard of honor for the visiting president, playing of the national anthems of both countries, and a commemorative photo. This was followed by a bilateral meeting between El-Sisi and Tshisekedi, as well as an expanded discussion session attended by delegations from both nations. A luncheon hosted by El-Sisi honored President Tshisekedi and his accompanying delegation.

Ambassador Shenawy noted that El-Sisi welcomed Tshisekedi on his fourth visit to Egypt in recent years, highlighting the depth and uniqueness of Egyptian-Congolese relations. He praised the momentum in bilateral cooperation between the two brotherly countries.

El-Sisi also congratulated Tshisekedi on the upcoming 66th anniversary of Congo’s independence at the end of June.

In response, President Tshisekedi expressed his appreciation for the warm welcome he consistently receives during his visits to Egypt. He acknowledged his country’s gratitude for Egypt’s support across various sectors and commended El-Sisi’s commitment to enhancing relations with the Democratic Republic of Congo. He also acknowledged Egypt’s efforts in promoting peace across Africa, particularly in Congo.

The two leaders discussed ways to strengthen bilateral ties, with El-Sisi emphasizing the need to continue working on enhancing trade exchange and investments between their countries. He stressed the importance of convening a joint committee to establish executive programs and mechanisms to monitor progress in various areas of mutual interest.

El-Sisi highlighted Egypt’s extensive experience in sectors such as energy and infrastructure, expressing readiness to support the Democratic Republic of Congo across all fields.

The spokesperson indicated that El-Sisi reaffirmed Egypt’s full support for the sovereignty and territorial integrity of the Democratic Republic of Congo. He pointed out Egypt’s active engagement in supporting international and regional efforts aimed at establishing peace and stability in Eastern Congo, including through full implementation of Washington and Doha agreements.

Tshisekedi expressed appreciation for Egypt’s constructive role, while El-Sisi reiterated Egypt’s willingness to exert all necessary efforts to bridge positions and resolve ongoing conflicts along with their humanitarian implications.

The leaders also discussed developments regarding cooperation among Nile Basin countries, emphasizing respect for international law governing transboundary rivers.

Tshisekedi praised Egypt’s position advocating consensus while supporting developmental aspirations of Nile Basin nations. He reiterated his country’s commitment to continuing and enhancing coordination with Egypt in this regard.

Following their discussions, several agreements and memorandums of understanding were signed by both presidents before they held a joint press conference where El-Sisi delivered an official statement:.

My dear brother His Excellency Félix Tshisekedi,
President of the Democratic Republic of Congo,
Ladies and gentlemen,
At first; I welcome my brother His Excellency ‘Tshisekedi’ as a dear guest in his second home ‘Egypt’, wishing him a pleasant stay and fruitful visit. I also congratulate him and the Congolese people on ‘Africa Day 2026’, which is dear to all our hearts, as well as on the upcoming 66th anniversary of independence for the Democratic Republic of Congo on June 30th this month, along with our diplomatic relations established between our two countries.
I take this opportunity; my brother President, to express our deep appreciation for the historical relations that bind Egypt with the Democratic Republic of Congo through close historical ties dating back to the 1960s; specifically since your brother country’s independence battle in 1960—a landmark event that represents a shining part of Africa’s history and holds a special place in Egyptian hearts.
Honorable audience,
I had fruitful bilateral discussions with my brother President ‘Tshisekedi’, reflecting our shared political will towards enhancing strategic partnership between our two countries across various fields that allow optimal utilization of our capabilities in serving both our peoples’ interests.
I reaffirmed my great appreciation for the positive impact and significant political benefits resulting from high-level mutual visits between us, continuous coordination between Cairo and Kinshasa—including recent intensive ministerial exchanges—and several important bilateral agreements signed today which represent a distinguished addition to our growing record of cooperation.
In this regard; we confirmed our determination to continue earnest efforts towards broadening cooperation between our two nations through increasing trade exchange rates and encouraging investments.
We also discussed ways to enhance cooperation in water resources management and irrigation while maximizing partnerships on water projects within brotherly Democratic Republic of Congo through effective implementation protocols for integrated water resource management projects as well as Egyptian mechanisms for studying and funding projects within Nile Basin countries.
In this context; I reiterated Egypt’s commitment to supporting dam projects within Democratic Republic of Congo for development without harming others. We also agreed on intensifying cooperation in transferring Egyptian expertise while providing technical support alongside building capacities among national cadres within Democratic Republic of Congo.
I highly valued responsible Congolese positions regarding Nile waters—positions founded upon adherence to international law while rejecting unilateral actions among Nile River partners—and emphasized our collective need for goodwill along with understanding spirit within Nile Basin.
In this context; I concurred with my brother President ‘Tshisekedi’ regarding necessity for continuing positive efforts under current consultative process within Nile Basin Initiative aimed at restoring consensus among our brotherly nations ensuring mutual benefit without harming any party.
Allow me at this point; to convey a sincere message directed towards people across all sister nations within Nile Basin indicating that ‘all Egypt desires is adherence towards international law principles along with good neighborliness while achieving mutual benefits among all people sharing Nile waters avoiding harm towards any party working together aiming at maximizing benefits alongside sustainable management over our river.. source of life for us all’.

Today we discussed situations arising from Eastern Congo where I reaffirmed Egypt’s steadfast position advocating respect for territorial integrity alongside sovereignty rights belonging unto Congolese people over their lands expressing solidarity from Egypt towards Democratic Republic Of The Congo against current humanitarian crisis faced in eastern part while offering readiness providing all necessary medical assistance alongside food aid required herein.
In this regard; I emphasized continued support extended towards peace restoration efforts aiming at security stabilization throughout eastern region alongside backing endeavors made by African & international mediators urging concerned parties engaging earnestly along peaceful resolution paths under responsible & goodwill spirit.
I also renewed willingness extending confidence-building measures promoting peace building alongside reconstruction efforts during subsequent phases through Egyptian enterprises relying upon extensive expertise possessed by Egypt already within these fields stemming from its leadership role concerning this file inside African Union stressing necessity maintaining African mediation efforts remain essential securing long-term peace & stability.”

I also confirmed readiness offering technical assistance through capacity-building programs enhancing efficiency along with institutional development organizing them via Egyptian partnership agency collaborating alongside specialized ministries & entities from Egypt together with African Union Centre hosting reconstruction & development post-conflicts addressing underlying conflict roots securing peace settlement process reinforcing security & stability.

My dear brother President Tshisekedi,
It was a pleasure meeting you today; I look forward towards further close collaboration between our two nations benefiting us both alongside our beloved African continent wishing prosperity stability & welfare upon Democratic Republic Of The Congo along its people renewing my warm welcome extended towards you & your accompanying delegation here within your second home—Egypt!
