Egypt’s Cabinet Approves Nine Key Decisions in Investment, Housing, and Civil Service Sectors
The Egyptian Cabinet, led by Prime Minister Mostafa Madbouly, convened today to approve several significant decisions impacting various sectors.
The key resolutions are as follows:.
- Promotion of Civil Service Employees: The Cabinet approved a draft resolution to promote employees covered by the Civil Service Law who meet the promotion criteria as of June 30, 2026. This applies to employees in ministries, government agencies, local administration units, and public service bodies. Promotions will be effective from July 1, 2026, with employees retaining their seniority at their new levels. Employees will receive either the salary for the promoted position or their previous salary plus a 5% promotion bonus, whichever is higher.
- Extension of Agricultural Tax Suspension: The Cabinet agreed to extend the suspension of Law No. 113 of 1939 concerning land tax for another year starting from the end of the current suspension period outlined in Law No. 9 of 2025. This extension aims to support agricultural activities and ensure food security amid ongoing economic challenges.
- Petroleum Exploration Agreements: Approval was granted for four petroleum commitment agreements requiring a minimum investment of approximately $52.97 million and the drilling of at least six wells. These agreements involve gas and crude oil exploration in areas including East Alexandria offshore and North Tanta onshore.
- Allocation of Land for Renewable Energy Projects: The Cabinet approved a presidential decree allocating state-owned land in the North Coast region of Matrouh for the New and Renewable Energy Authority to implement renewable energy projects, aligning with national plans for energy expansion.
- Industrial Development Land Allocation: A decree was approved to allocate 4,317.1 acres of state-owned land south of Ras El Hikma in Matrouh to the General Authority for Industrial Development for various industrial and logistical activities.
- Extension of Medical Service for Health Professionals: The Cabinet approved extending the service period for 78 medical professionals in the Ministry of Health by two years after reaching retirement age to ensure continuous healthcare services for citizens.
- Compensation Committee Meeting Records: The Cabinet ratified meeting records from Compensation Committee meetings numbered 107 through 110 held on May 4, 2026, regarding compensation due under contracts for construction, supplies, and public services.
- Additional Compensation Meeting Record: Approval was also given for meeting record number 111 from the same date concerning compensation related to contracts.
- Management Contract for Alexandria Passenger Port: The Cabinet approved procedures to issue a decision granting management and operation rights of Alexandria’s passenger terminal to GP H Pan Maritime Passenger Terminals Company for a period of 15 years under a free zone regime. This initiative aims to enhance Egypt’s logistics capabilities and boost its position as a global trade hub.
