Prime Minister Reviews Development Projects in Alexandria

Dr. Mostafa Madbouly, Egypt’s Prime Minister, convened today to assess the status of development and service projects in Alexandria. The meeting included Dr. Manal Awad, Minister of Local Development and Environment, Engineer Ayman Attia, Governor of Alexandria, and Mohamed Salah, the Secretary-General of the Governorate.

During the meeting, Prime Minister Madbouly emphasized his commitment to monitoring the execution of various service and development projects across different governorates. He aims to ensure timely progress and enhance the quality of services provided to citizens.

The Minister of Local Development and Environment reiterated the government’s dedication to preserving Alexandria’s unique coastal identity along with its rich cultural and historical heritage. She highlighted efforts to restore the city’s prestigious image as a center for culture and tourism that reflects its deep history and unique status.

Governor Ayman Attia presented an overview of key operational aspects, including investment plans, self-funding resources, the status of projects under the presidential initiative “Decent Life,” as well as matters related to reconciliation and legal compliance, alongside spatial changes and investment opportunities in the governorate.

The governor began his presentation by addressing the current fiscal year’s investment plan for 2025-2026 concerning expenditures on various developmental programs such as local transportation improvements, environmental enhancements, community services support, local economic development initiatives, urban and rural development programs, among others. He provided insights into public investment rates from the state and self-funding resources.

Concerning the presidential initiative “Decent Life,” Engineer Ayman Attia noted that 193 projects are being implemented in Borg El Arab Center covering nine villages. Of these, 173 projects have been completed with a success rate of 93.14%, leaving 20 projects still underway.

Regarding reconciliation and legal compliance issues, the Governor indicated that completion rates for processing submitted applications have reached 93.32%. He also reported a 76% success rate in legalizing state land according to Law No. 144 of 2017, with a total of 2,672 cases recovered. For Law No. 168 of 2025, there were 344 requests submitted through the platform.

As for spatial changes from the beginning of the system until May 2026, a total of 64,008 changes were recorded with inspections completed on 63,767 cases—representing a completion rate of 98.60%. The governor pointed out measures taken since late 2024 to reduce new construction violations and limit illegal spatial changes observed by holding accountable those responsible in various neighborhoods alongside ongoing demolition campaigns.

The governor also addressed other topics including the “One-Stop Shop” initiative for public shop licenses. He noted that Alexandria launched its first unified licensing office in collaboration with the Chamber of Commerce in April 2026 at their headquarters to streamline procedures for traders and expedite license issuance from a single location to support investment in the region.

Additionally, Engineer Ayman Attia discussed enhancing cooperation with international partners to secure additional funding for developmental projects aimed at building capacity through infrastructure improvements in urban areas while increasing investment opportunities within Alexandria.

The governor concluded his presentation by outlining challenges faced by certain sectors within the province along with proposed actions to overcome these issues. He presented illustrative maps detailing potential solutions through various alternatives in collaboration with relevant ministries and authorities.
