Minister of State for Media Highlights Role of Private and Party Newspapers in Enriching Egyptian Journalism

Diaa Rachwan, the Minister of State for Media, emphasized that the resurgence of private newspapers in Egypt nearly two decades ago has significantly enriched the country’s media landscape across various dimensions. This includes advancements in journalistic practices, printing techniques, and newspaper management, which have kept pace with modern developments. The return of these publications has also opened new avenues for successive generations of journalists and enhanced the profession with numerous qualified individuals.

This statement was made during a meeting with 23 editors-in-chief from private and party newspapers held at the ministry’s headquarters. The meeting is part of a series aimed at fostering dialogue among various components of the Egyptian media system to explore ways to elevate the performance of Egyptian media and address challenges that require collaboration between the state and media institutions.

The Minister noted that the historical return of party newspapers preceded that of private ones. Party journalism has played a crucial role in providing a platform for a wide range of opinions and media perspectives aligned with political party agendas. This diversity enriches the Egyptian press landscape, comprising national newspapers, private publications, and party press, all competing professionally while sharing a commitment to national interests and societal values from their respective viewpoints.

The Minister also reiterated that the Ministry’s role is to implement constitutional provisions and laws related to journalistic work, particularly those ensuring media freedoms, freedom of expression, and the public’s right to access information through credible national media outlets.

Moreover, the Ministry aims to articulate state positions while coordinating different forms of media within professional and national frameworks. It represents the state in its dealings with newspapers and media outlets, assisting them in overcoming challenges such as facilitating access to information and encouraging officials to engage with journalists by providing them with necessary details.

During an open dialogue with editors-in-chief, they expressed gratitude towards the Minister for these vital meetings that establish communication channels between the state and both private and party press. They highlighted their hope for these discussions to continue regularly, emphasizing the importance of implementing recommendations arising from these meetings. The editors raised several issues concerning their publications’ challenges, notably difficulties in obtaining information on matters relevant to society and public opinion. They pointed out that many officials fail to respond adequately to requests from newspapers for information or interviews, alongside obstacles faced by journalists in performing their duties.

Editions also discussed financial difficulties stemming from declining circulation and advertising revenues. They urged state support by exempting newspapers from late fees on debts owed to social insurance and tax authorities due to financial strains caused by changes in the journalism sector. Additionally, they called for establishing a risk management fund for journalists and private media institutions.

In response, Rachwan assured that the government is committed to advancing legislation on freedom of information. The Ministry will work towards creating mechanisms to provide information sources from state agencies to media outlets while encouraging officials to communicate effectively with journalists. He praised the idea of establishing a joint entity for private newspaper owners as a “Press Industry Chamber” aimed at fostering collaboration for development and problem-solving through a unified approach with various state entities.

The Minister urged private and party newspapers to adhere strictly to professional standards by verifying facts and relying on documented data before hastily issuing judgments or disseminating unverified information.

Regarding official spokespeople within ministries and state bodies, he confirmed that the Ministry is currently implementing directives from President Abdel Fattah El-Sisi to develop a comprehensive restructuring project for these entities through intensive training programs while mandating cooperation with media outlets.

The meeting concluded with Rachwan reaffirming the state’s commitment to enabling media outlets to fulfill their professional roles within constitutional frameworks, ensuring public access to all facts while raising awareness about national issues.
